この英文解釈の問題で質問があります。

この and は何と何を結んでいるのでしょうか。

自分で考えてみたところ、

the meaning と the associations と考えると、There is が There are になるはず。

There is 〜 dictionary と the associations 〜 use と考えると、the associations [that the ward has] gained through 〜　みたいに文として捉えられるのかなと思いました。

自分では分からないのでご回答お願いします。
